608 证是什么：谁要考、考什么

在美国，只要工作中可能打开制冷剂回路，就得先拿到一张证：EPA 608 技术员认证。名字来自《清洁空气法》（Clean Air Act）第 608 条，具体规定写在联邦法规 40 CFR Part 82 Subpart F 里。
这一课先把全局讲清楚：谁必须考、分哪几类、考试怎么考，以及为什么说没有它几乎没法入行。
谁必须考
法规的标准不是「你的职位叫什么」，而是你干的活会不会破坏制冷剂回路的完整性。
Any person who could be reasonably expected to violate the integrity of the refrigerant circuit during the maintenance, service, repair, or disposal of appliances (as follows in this paragraph) containing a class I or class II refrigerant or a non-exempt substitute refrigerant must pass a certification exam offered by an approved technician certification program.任何人，在维护、保养、修理或处置含有 I 类或 II 类制冷剂、或非豁免替代制冷剂的设备时，如果可以合理预见会破坏制冷剂回路的完整性，就必须通过经批准的技术员认证项目组织的认证考试。
刚入行还没考证怎么办？法规给学徒留了口子：
Apprentices are exempt from the requirement in paragraph (a)(1) of this section provided the apprentice is closely and continually supervised by a certified technician while performing any maintenance, service, repair, or disposal that could reasonably be expected to release refrigerant from an appliance into the environment, except those substitute refrigerants exempted under paragraph (a)(1) of this section.学徒可以免于 (a)(1) 的要求，前提是：在进行任何可能把制冷剂排放到环境中的维护、保养、修理或处置时，学徒始终处于持证技术员的密切、持续监督之下（(a)(1) 中已豁免的替代制冷剂除外）。
但「学徒」有严格定义，不是随便叫的：
Apprentice means any person who is currently registered as an apprentice in maintenance, service, repair, or disposal of appliances with the U.S. Department of Labor's Office of Apprenticeship (or a State Apprenticeship Council recognized by the Office of Apprenticeship). A person may only be an apprentice for two years from the date of first registering with that office.学徒，指目前在美国劳工部学徒办公室（或其认可的州学徒委员会）登记、从事设备维护、保养、修理或处置的学徒。一个人自首次登记之日起，最多只能以学徒身份工作两年。
四种证书
证书按设备类型分。先看原文，再看对照表。
(i) Persons who maintain, service, or repair small appliances must be certified as Type I technicians. (ii) Persons who maintain, service, repair, or dispose of medium-, high-, or very high-pressure appliances (except small appliances, MVACs, and MVAC-like appliances) must be certified as Type II technicians. (iii) Persons who maintain, service, repair, or dispose of low-pressure appliances must be certified as Type III technicians. (iv) Persons who maintain, service, repair, or dispose of all appliances described in paragraph (a)(1)(i) through (iii) of this section must be certified as Universal technicians.(i) 维护、保养或修理小型器具的人，必须取得 Type I 认证。(ii) 维护、保养、修理或处置中压、高压或超高压设备（小型器具、汽车空调及类汽车空调设备除外）的人，必须取得 Type II 认证。(iii) 维护、保养、修理或处置低压设备的人，必须取得 Type III 认证。(iv) 上述三类设备都要处理的人，必须取得 Universal（通用）认证。

考试怎么考
每份试卷都由**通用部分（Core）**加上你要考的类型组成。法规写明了题量和及格线：
Each test for each type of certification must include at least 25 questions drawn from the core group and at least 25 questions drawn from each relevant technical group. … The passing score for the closed-book Type I, Type II, Type III and Universal certification test is 70 percent. The passing score for Type I certification tests using the mail-in format is 84 percent.每一类认证的每份试卷，至少要有 25 道题来自通用题组，并且每个相关的技术题组至少各 25 道。……闭卷考试的 Type I、Type II、Type III 和 Universal 认证及格线都是 70%。Type I 如果用邮寄答卷的形式考，及格线是 84%。

Type II、Type III 和 Universal 必须在监考下闭卷考，不能带笔记。考试由 EPA 批准的认证机构组织，证卡也由这些机构发：
EPA does not issue certification cards.EPA 不发证卡。
所以如果证卡丢了，要找当初考试的认证机构补办，不是找 EPA。
英语不是母语也有门路。法规鼓励认证机构提供其他语言的试卷，或者允许带翻译：
Programs are encouraged to make provisions for non-English speaking technicians by providing tests in other languages or allowing the use of a translator when taking the test. A test may be administered orally to any person who makes this request, in writing, to the program at least 30 days before the scheduled date for the examination.鼓励认证项目照顾不讲英语的技术员：提供其他语言的试卷，或允许考试时使用翻译。任何人只要在预定考试日期至少 30 天前向认证项目书面申请，也可以口试。
没证为什么几乎没法入行：销售限制
就算你不去考，也很难绕开它，因为买制冷剂本身就要证：
No person may sell or distribute, or offer for sale or distribution, any substance that consists in whole or in part of a class I or class II substance or, starting on January 1, 2018, any non-exempt substitute for use as a refrigerant unless: (i) The buyer has been certified as a Type I, Type II, Type III, or Universal technician under § 82.161; (ii) The buyer employs at least one technician who is certified as a Type I, Type II, Type III, or Universal technician under § 82.161 and provides proof of such to the seller; …任何人不得销售或分销（或要约销售、分销）全部或部分由 I 类、II 类物质构成的制冷剂，自 2018 年 1 月 1 日起也包括任何非豁免替代制冷剂，除非：(i) 买方本人持有 Type I、II、III 或 Universal 认证；(ii) 买方雇有至少一名持证技术员，并向卖方出示证明；……
